Is it possible for a hybrid car to get better mileage in city driving than in highway driving?

I saw an ad for hybrid car making that claim. It seems to defy the laws of physics? Is there a standard to determine city driving mileage? Or is it up to each car maker?

I have noticed that the hybrid cars cost ,000 to ,000 more for the same style car that is gasoline powered. I can not find out any information that compares the maintainence cost mile for mile of the different types of cars. I do not qualify for the tax rebate to purchase a hybrid. So am I saving money or not if I buy one?

How difficult would it be to make a hybrid car using a CNG engine?

Think about it. The Honda Civic CNG has the smallest carbon footprint of any combustion engine. If this car was also a hybrid, you would kill three birds with one stone. First, oil dependence is gone and U.S. has abundant reserves of natural gas. Second, you would increase the range of the car dramatically and you would have a car that gets the greatest MPG of any other production car. Third, you would have such small carbon emissions that a new category would be needed to classify this vehicle. The only downside that I can see is a limited storage area. Am I missing something?

I’m wondering if the cost of your electriciy bill will go up a lot when you start charging your new hybrid car (such as a Prius)? Does it completely offset the MPG savings in gasoline? Do you break even? Does it cost MORE in electricity?

Unfortunately, hybrid cars are not yet available here in the Philippines. I would like to purchase a reasonably priced car from either Toyota, Kia, Honda, Mitsubishi or Suzuki. Details like the mpg (miles per gallon) of a suggested car would be appreciated.
